Purpose of the Position:
The Head of Temporary Works and DI is responsible for the overall management, coordination, and control of all temporary works activities across assigned projects. This includes fulfilling the statutory and procedural responsibilities of the Designated Individual (DI) in accordance with most recent version of BS 5975, providing competent oversight to ensure that temporary works are designed, installed, maintained, and removed safely and effectively.
The Head of Temporary Works acts as the central point of authority for temporary works, ensuring robust governance, technical assurance, compliance with standards, and alignment with project delivery objectives.
Responsibilities & Duties:
Including but not limited to the following:
Designated Individual Responsibilities (BS 5975)
· Act as the company’s appointed Designated Individual, responsible for establishing, maintaining, and enforcing the organisation’s temporary works procedures.
· Ensure the Temporary Works Control Procedure is up to date, compliant with BS 5975, and effectively implemented across all projects.
· Appoint competent Temporary Works Coordinators (TWCs) and Temporary Works Supervisors (TWSs) and ensure they understand their responsibilities and duties and are assessed as competent.
· Provide governance and oversight to confirm that temporary works risks are identified, controlled, and escalated appropriately.
· Lead or contribute to internal audits of temporary works compliance.
· Maintain appropriate records of competence, appointments, training, and procedural compliance.
Temporary Works Management
· Manage and coordinate all temporary works processes throughout design, installation, inspection, use, and dismantling.
· Facilitate the establishment and growth of a team to accomplish these aims and those outlined below.
· Review, approve, and coordinate temporary works designs and design briefs with engineers, designers, subcontractors, and temporary works design houses.
· Ensure that design checks (Category 0, 1, 2, and 3) are correctly applied and independently verified where required.
· Ensure that all projects maintain the project Temporary Works Register and ensure all permits and approvals are correctly issued prior to loading, stressing, commissioning, or use. Ensuring projects are audited to confirm continued compliance with TW control standard.
· Undertake regular site inspections of temporary works installations and ensure continued high quality TW installations are in use where adopted, monitor compliance using TW audits and in person inspections.
· Ensure that changes, non-conformances, or unexpected conditions are managed through the correct engineering and approvals pathway and adequate change control can be captured through the TW delivery process.
Technical Leadership
· Provide technical guidance and advice to project teams on temporary works solutions, construction sequencing, and risk mitigation.
· Support the development of innovative or complex temporary works methodologies where required.
· Interpret drawings, specifications, codes of practice, and design standards to ensure appropriate implementation.
· Engage proactively with design teams to eliminate or reduce temporary works requirements where feasible. Working to the principles of prevention removing risk at the design stage.
Safety and Compliance
· Promote a strong safety culture, ensuring safe systems of work for all temporary works activities.
· Ensure compliance with CDM 2015 regulations, BS 5975, company procedures, and any project-specific requirements.
· Identify hazards and ensure risks are mitigated through engineering controls and safe working systems.
· Support incident investigations (if involving temporary works) and lead improvement actions.
· Ensure all TW suppliers are competency checked and suitable to work with and a register is maintained
· Ensure all TW designers are competency checked and suitable to work with and a register is maintained.
Coordination and Communication
· Act as the central interface between site teams, designers, subcontractors, temporary works suppliers, and project leadership.
· Chair Temporary Works Coordination meetings and ensure effective communication channels are in place.
· Provide clear, timely guidance to TWCs, supervisors, and construction teams.
· Support early contractor involvement and pre-construction planning with temporary works insights.
Training & Competence
· Ensure all personnel involved in temporary works have appropriate training, competence, and authority.
· Deliver or coordinate temporary works awareness training for engineers, supervisors, and workforce as required.
· Maintain competence records and support professional development in temporary works across the business.

Person Specification
Qualifications and experience
Essential
· Engineering degree or equivalent (Civil/Structural preferred).
· Extensive experience in temporary works coordination/management in civil engineering or construction.
· Demonstrable understanding of BS 5975 and Temporary Works Control Procedures.
· Competence to act as Designated Individual.
· Strong communication and stakeholder-management skills.
· Ability to interpret and challenge temporary works designs and methodologies.
· Proven leadership and decision-making capability.
Desirable
· Membership of a relevant professional body (ICE, IStructE, CIOB).
· Temporary Works Coordinator training (CITB or equivalent).
· Experience in major infrastructure, preferably in the power transmission/distribution industry, heavy civil engineering, or complex construction environments.
· CDM, SMSTS, or similar safety qualifications.
